The National Language Service Corps of China was officially established on April 28, 2022, under the guidance of the Ministry of Education, the State Language Commission, the Ministry of Emergency Management, the National Ethnic Affairs Commission, and the Central Committee of the Communist Youth League. It is a non-profit alliance voluntarily formed by institutions and individuals engaged in voluntary emergency language services. The secretariat of the corps is located at Beijing Language and Culture University.

The primary mission of the Service Group is to address language barriers encountered in the emergency response to various public incidents and other critical national tasks by providing language services, including standard spoken and written Chinese, ethnic minority languages, Chinese dialects, sign language, Braille, and foreign languages. Its work is divided into two main areas: daily capacity building and emergency response. Daily capacity building refers to foundational work carried out during non-emergency periods to enhance emergency language service capabilities, including research, development and refinement of contingency plans, team building, resource development, technological innovation, product development, standardization, academic discipline development, and public awareness campaigns. Emergency response refers to language services provided during emergencies to address specific incidents and tasks. The Service Group offers emergency language services both domestically and, under the guidance of relevant national authorities, provides international humanitarian emergency language services abroad. In 2025, during domestic rescue operations for the Dingri earthquake in Tibet and international rescue efforts for the Myanmar earthquake, the Service Group’s secretariat swiftly mobilized resources to deliver emergency language services, playing a crucial role in the disaster relief efforts.

The service group will adhere to the principles of multi-party collaboration, public participation, and scientific research support in its development. It will continuously coordinate and integrate relevant resources and strengths, strengthen unified planning and organizational guidance, and vigorously enhance the institutionalization and specialization of emergency language services in China. The group will also continue to optimize and improve the service system, constantly meet the country's growing demand for emergency language services, and contribute to the modernization of the national emergency management system and capabilities, as well as to the building of a global community of shared future.
