Introduction to the Base for International Chinese Language Education Practice and Research (Beijing Language and Culture University)

The Base for International Chinese Language Education Practice and Research at Beijing Language and Culture University (BLCU),  is an academic and research entity jointly established by the Center for Language Education and Cooperation (CLEC) of the Ministry of Education and BLCU. Established in March 2022, it is independently operated by BLCU and serves both academic and administrative functions. Its predecessor was the university's Division of Confucius Institutes (Teacher Training Center for Confucius Institutes).

As a provincial and ministerial-level academic platform, the Base's main responsibilities are as follows:

1. To conduct research on the policies and fundamental theories of international Chinese language education and to carry out educational practices; to serve as the designated managing body for various international Chinese language education practice and research projects initiated by CLEC.

2. To undertake theoretical research and provide policy consultation services under the framework of high-level China-foreign people-to-people exchange mechanisms; to build the "China Research Institute" brand and organize a wide range of exchange programs.

3. To support and cooperate with overseas educational authorities in developing Chinese language education programs. This includes, but is not limited to, the joint development of syllabi and teaching standards; the compilation and publication of textbooks and teaching resources; teacher development, training, and dispatch; the construction of a comprehensive teaching resource platform; and the facilitation of various Chinese-foreign language and cultural exchanges.

4. To manage the selection, training, and professional development of Volunteers for International Chinese Language Education and government-sponsored teachers dispatched abroad on behalf of CLEC; to lead the research and development of related standards, syllabi, textbooks, and teaching resources. To administer the selection tests for CLEC-sponsored teachers and volunteers, as well as the International Chinese Language Teacher Certificate (CTCSOL) examination.

5. To organize various youth exchange programs centered on international Chinese language education, such as the "Beijing Academy" and "Chinese Bridge" inbound delegation programs.

6. To oversee the admission and academic supervision of doctoral candidates in the Confucius China Studies Program (CCSP).

7. To undertake other tasks and projects as entrusted by CLEC.
